The only problem with your reasoning is that you see all the bad things as something that have same profit-risk ratio. Human trafficking is not just a variation of drug trafficking but is a completely business. As different from Netflix and Facebook though for an outsider both of them look like internet companies.

Any intervention in a free market system will benefit some people at the expense of others and that losing party would then be less willing to participate. What incentive will people have to maintain and increase housing when they might end up broke because of rent control ?

(A lot of people claim that H1B are cheap labor but it is worth noting that China, Phillipines, Vietnaam, Pakistan and dozens of other countries have poor people but unable to enter tech the way Indians have. Simple solution here is that SF changes its zoning laws to allow for bigger and better units.
Secondly, I am not 100% sure why many companies like Twitter etc. have built their HQs in SF instead of someplace else. If Netflix can attract talented engineers in Los Gatos why can't Twitter.
Also it is so sad that Google, Facebook etc. are not diversifying their offices as much as they should have. Of course it probably makes sense to diversify around world instead of within USA because they seem to be investing more and more into Canada or China.

The best response here is to give a full tax break to American companies who would be willing to move to India. Ideally open a red carpet, get rid of all tariffs and give all the freedom American companies ask for.
Say you want person with skill X and there is not a single American citizen with skill X. Theoretically you can always pick a kid from college spend $1M on training him and then hire that guy. There is no need to bring in brown people on H1B.
But the thing is that the Company is now losing $1M + time to train the person and USA is losing a bright mind that could have worked on other product.
H1B by law are not cheap because the mandated $60K is still higher than most American family earnings. But the cost of hiring American citizen could be $230K where it makes no sense for the company to pursue that opportunity.
It is idiotic to assume that H1B alternative is hire American. The alternative could be send jobs to India or China.

Most countries are behind by say 5-10 years compared to USA but they have more people. An AI center in Shanghai can produce lot more in next 20 years than something in Bay Area. Lowerver birth rates in USA means USA is nearly assured to lose its competitiveness.
