My understanding is that you do have the right to know who complained about your compliance under Bill 101.
Anyways, I don't think it's asking much to have your website/blog/frontend in the language of the province where you operate, but the photocopier business, keyboards in french etc is ridiculous. Also it seems the language police always get more confident whenever a PQ government gets power.
I think the more likely scenario is they know the value of the conversations they datamine, but don't want to lose customers to these other message apps that tout their encryption. So they do the bare minimum to support encryption while still having access to most data.

It isn't clear from the description, but does this allow you to have tasks become 'triggered' for lack of a better term once a task has been completed? eg I want my task list in the morning to say make eggs and bacon, then once I've done that a new task pops up for me to do the dishes.
There's atleast 15% wiggle room on each journey, seeing as Uber takes 20% off the top. Aside from their expenses promoting and competing with other 'ride sharing' services I don't see where that cash is going.
I really think Buzzfeed is on to something. It's far more palatable to see an entertainment site foray in to legitimate journalism than to see a respectable news outlet stoop to clickbait headlines.
