I had the same issue, and I was new to the company. The guy looked like he hated my guts. So I tried to look for something he really wanted and did him a favour. This could be anything really. Then I tried building relationship slowly and it worked. If you go to your manager now, he may think you are not ready for leadership. Sometimes you have to deal with issues by yourself.
If you tried everything, then try and have a talk with your manager. But before you go to see her/him, be prepared to explain the issue and the solution. Otherwise you will be seeing as the "complainer" who can't work with other people.

I'm referring to the government downplaying the impact of the vaccine. Which could be true, because millions of people got the vaccine and only a few had the clot issue. But I would rather believe the german version on this.
This. I've lived in both Germany and UK and from my humble experience with both the government and the health standards, I think it's more likely the UK/AZ are downplaying this. It could be that they are right and the impact is minimal given that millions of people have been vaccinated. But I do believe the german version here more. The tory government can't be trusted.
I'd rather have your help because you are eager to help and probably the patience to understand my problem, than having an expert who doesn't care and just want to get over with it.
