I think most people that work at a big company will always "collaborate" i.e. "collude" subconsciously because the more people working on something, the less personal risk everyone has if something goes wrong. Unless there is intentional intervention to stop it, it's a natural effect of large, bloated organizations. More people means collective upside if it succeeds, and minimized downside if it fails.
And especially "managers" who do zero work will glob onto any project they can and pedantically watch over your shoulder to make it seem like they're doing anything.
