It could be borne by the tax payers who have bank accounts. But it is also possible the banks could bear some or all of the "tax" by lowering their margins.

I know many people share your view if social media platform x allows content y, then it will be reduced to anarchy. I never understood that. Reddit used to allow some pretty insane sub-reddits, but I never knew that until it was on the news that they banned them. I used the platform daily and only looked at what interested me. Vegetarians and Keto(atarians?) both go to the same grocery stores. They just pick the part that works for them and don't worry about the rest. Could you explain how you would imagine that Twitter "could quickly devolve into a scarychan-style sewer?"

I think there is some incorrect information in this post. I know people who have completed their Bachelors and Masters completely funded by the GI Bill, including living expenses.

In the experience of the people I know, the VA goes out of their way to give benefits as needed. One case, in particular, they were granted 100% disability for life with a packet submission and one phone call.

There is already a similar device on the market called a dehumidifier. It takes a fair amount of electricity and costs over $150. I think the core of the problem may be the amount of energy it takes to harvest water vapor, especially in arid conditions. (Likely the areas where the need is greatest.)

He doesn't want NATO on his door step any more than we would want Mexico to ally with Russia. Ukraine and Russians share a somewhat similar history and the Russians see relative prosperity in Ukraine as a newly capitalist society. This does not reflect well on Putin. This is one of many reasons, including but not limited to: the money and resources Ukraine would bring and control of the gas lines that lead directly into the heart of the EU.
