What Zillow are doing is charging for certainty, buying a house is a huge financial decision - with potential risks.
As a seller, how much do I value a certain payout today? It's at least a few % points.
As a buyer, how much do I value a property which has been "Approved" and been fixed up? Again at least a few % points.
They can easily get a 5% margin, if not closer to 10% (especially if they do value-add improvements)
Then it is just about managing inventory, and not being overly exposed during a downturn - however depending on how their capital is structured are there is the opportunity to rent until it can be sold.
Consider the success of Spotify over iTunes. People will always prefer an "all you can eat" approach, even if they don't end up consuming any more or spending more than if they bought individual units. You have the decision fatigue every time you buy content vs once when you subscribe.
The exception to this rule is obviously for a platform like Patreon, where it is about the relationship.
I can see why apple is hesitant to do this. But there is definitely a middle ground.
Require the same developer registration process as they currently do for iOS apps. Then require some apple provided javascript to provide access to these needed functions. App review as before.
At that point they can do interesting things: charge per 1000 installs, enforce the use of apple pay. They can operate a business model that is slightly different, but the same at its core - tax developers for access to their user base/platform.
In London, Transport For London (TFL) is the largest land holder, and operates all public transport (trains, underground, buses, taxis) and only 23% of its funding comes from Government, the rest are from things like tickets, licenses, fees, rents etc. The government is pushing for them to become self-funded by 2018.
So there is an example of how something like this could work - if you have the assets to leverage. I think the obvious risks can be easily mitigated with safe-guards around selling assets and debt limits.
