Suppose they have evidence that Person A very high in the admin is a spy for China and no one inside the executive branch cares what do they do? OK, go to Congress, but ultimately leaking is the lesser of two evils.

going to comment on my own submission: it's hard to underestimate the damage done to these people. Leaving aside the life /torture/death cases, and just assuming that they are regular immigrants: They have sold everything they own and probably gone heavily in debt to finance the trip....to essentially paradise. In short, it's a scam, like most lawsuit settlements. The lawyers get rich, the state gets some fines and the company admits no wrongdoing and does it again and again.
