I am preparing to hire a developer to take over an amateur coding project from me. I would like to make this my first full-time employee. I have laid out in bullet points the languages, libraries, services, frameworks, and implementations that I would like to have the developer develop. How do I present these in the most effective manner? Are there forms or templates I could work from?

There is a whole science behind communicating requirements to developers. Some of the keywords you might be looking for are: roadmap, user story, UML, technical specification, business requirements, and ui/ux prototype/wireframe.
