Well, that's politics for you... lots of back-and-forth discussions and bargaining, and if you look at the end result, you wonder why it took so long to reach it. But this has already been ridiculed in antiquity ("Parturient montes, nascetur ridiculus mus" - https://en.wikiquote.org/wiki/Horace).
On the other hand, it's more than the 22 Leopard 2A tanks Ukraine had lost https://www.oryxspioenkop.com/2022/02/attack-on-europe-docum... before Oryx stopped updating in October.
Panzer 87 is the Swiss designation for the Leopard 2A4 tanks. So those are an older version of the modern Leopard 2, similar to those already sent to Ukraine (2A4 to 2A6).
