Usually when you’re running at a loss you generate positive externalities (I.e. old national railway and telecoms firms in the UK, for example) but these guys seem remarkable in that they’re not even generating excess value for their customers.

Its unpredictable what will get announced tomorrow morning. They leverage that space. It's like running the Manhattan Project. But its the Private Sector which is very rare. So the known frames don't fit.
