I think as soon as you find out that the ammo can be purchased by the public at gun stores, the news story becomes less interesting, because the implication was that the US govt or some bad actor employee of the US govt is supplying the ammunition.
The idea that gun products that can be freely purchased throughout America are ending up in Mexico, where you can literally walk across the border into Mexico through a turnstyle and they just have a sign that says if you have any of the following contraband please walk to our office located here instead of border officers actively reviewing each person walking through at official border crossings.

If Venezuela was responsible for releasing drugs into the US, then by the same logic, the US is responsible for releasing guns into Mexico.
Wait? Are borders a thing now?
Think the point here is that the US's party line that mexico is peddling death to the states is quite obviously outweighed by the suffering it pedals back, and globally. The US, and the US only, is responsible for the flow of drugs across its borders. No smoke without fire, no supply without demand.
It is more than likely the Mexican government bought the ammo which was then reallocated to the cartels by theft/graft.
