I thought that it just sends push notifications without content which then wake up the app so that the app itself can fetch the message from your homeserver with encryption

If you take the decimal part of something then there is no difference between 0.00 and 1.00 which is I think part of the problem here
This is a great case for debit cards, here in the Netherlands those are much more common than credit cards, so children (in my experience) learn to be better with money because you can't spend what you don't have, and if all they have is a couple of bucks of pocket money the potential loss is also far less.
