Correct me if this is what you meant by "talked with the NHTSA", but another place you can submit information is to the NHTSA Office of Defects Investigation (ODI): https://www.nhtsa.gov/report-a-safety-problem#index , which is the group that forces automakers to do recalls.

In my opinion (PhD student in vehicle safety) it doesn't sound severe or novel enough for the NTSB to investigate. NTSB has done good reports on a couple of similar Tesla Autopilot crashes (https://data.ntsb.gov/Docket/?NTSBNumber=HWY18FH011 https://data.ntsb.gov/Docket/?NTSBNumber=HWY16FH018).

minor note: NHTSA is spoken as "nit-sah" so "NHTSA" is better than "the NHTSA". NTSB is spoken as "N-T-S-B" and is fine.
