Interesting thought. In the end, this is an ethical question: How much pressure is justified to put on the general population for supporting their leaders?

My feeling is that your perspective, likely shared by people like Bomber Harris or Netanyahu, does not match most peoples intuition nowadays.

historically german railway had a track record of treating people like cattle, but one would expect that not even institutional culture changes would take that long

Maybe the authors are overly careful. Maybe avoiding to publish aspects of their work gives an edge over academic competitors. Maybe both.

In my experience "data available upon request" doesn't always mean what you'd think it does.

Including women would have been a legal nonstarter.

The german constitution restricts drafting to men[0] and would have to be changed before such a law could even be considered.

Before you ask, yes, the constitution also says that men and women need to be treated equally[1]

I have seen dozens of hours spent on debugging issues associated with this switch. One has to wonder how much manpower went into it globally.
