I've never used Streisand before. What I normal do is using Shadowsocks directly (part of what Streisand offers). It has Windows, Linux, OSX, and Android clients. Third party IOS client is also available.
This seems to be allowed in WeChat. But such text will be blocked if you try to send it in a group chat. I guess CPP allows you to talk privately but not publicly in a 300 people group.
Finally an original source. I was wondering what the original text of "once untrustworthy, always restricted" would be. I think a more accurate translation should be "untrustworthy here, restricted everywhere".

It's interesting that they didn't block gmail and Google search. The Chinese government did that a couple of years ago, which surprisingly didn't cause widespread criticism except among the highly educated group.
