I think this whole heat wave crisis has been shocking to the rest of the world to see that apparently Europeans refuse to install AC even in new-build homes and it is causing enormous numbers of deaths. What is the reason for this? Is it just because it's expensive and energy costs are so high?
It seems like a basic safety requirement that they are refusing to acknowledge and are now apparently just refusing to go to work completely when it gets hot outside.

At this point I think it's obvious that EU is in turmoil. They're struggling to come to grips with the idea of a Russian invasion on their eastern borders, and simultaneously USA pivoting to Asia and not willing to front their defense after 40+ years of imploring them to do so themselves.
They've outsourced nearly every critical component of a large sustainable society to the rest of the world: Russia, USA, China, India.
But at the same time, their politicians can't do anything because the minute they suggest that they might have to start cutting pensions and public welfare, and all of these different things in order to start supporting national industry and defense, they lose support immediately.
OP was slightly mistaken. The laser itself is provided by TRUMPF, a German company. Cymer (USA) integrates that laser with tin droplet, plasma, optical, vacuum, and control technologies to create the complete DUV/EUV light sources.

This is... wildly wrong. ASML is a multi-national company that licenses IP largely from USA and Japan, but also Taiwan and Germany. The actual EUV light source is developed and produced in California by Cymer, which ASML acquired in 2013. But ASML was only permitted to acquire the company under a strict technology sharing and export control agreement with the US government. Additionally, a huge portion of the photolithography research is directly developed (and owned) by US companies and research organizations such as IBM, Albany NanoTech, and SEMATECH.
There is a reason why ASML's next-generation research photolithography machine is currently being installed and developed in upstate New York, and not somewhere in the Netherlands. The same reason that Cymer is still in San Diego instead of being relocated to Europe.
I think the biggest issue is that Europe and the EU has gotten themselves into a position where they don't actually offer much anymore except a pretty good middle class consumer market. They've put themselves into a place where they are just very easy to squeeze, which is what is happening from all sides by Russia, China, and the US.
Trump's antics have accelerated that position, and maybe they weren't expecting it from USA, but it was probably inevitable given their long term trajectory.
