I'm not sure why you're getting downvoted. At least when I was working for a contractor in the automotive industry, these kind of tasks where measured in story-points as well since story points roughly translate into paychecks.
Also ignoring that estonia has a population of only about 1.3 million, let alone the geographic size. It's a tiny country, which makes it easier to build infrastructure. Estonia has received heavy subsidies from the EU which went towards infrastructure projects. Germany on the other hand is the largest financial contributor to the EU by far. [1]
The plan has worked, to share the success of the big economic powers within the EU with the lesser fortunate so that they could be competitive in the future and even the grounds. It's not a surprise that coming out like the original commenter isn't exactly well received.
Same here in Munich, we've had a course on software-testing in OOP-languages and had to write unit-tests for some modules of jenkins which were graded and eventually merged into master.
Rax is a radix tree implementation initially written to be used in a specific place of Redis in order to solve a performance problem, but immediately converted into a stand alone project to make it reusable for Redis itself, outside the initial intended application, and for other projects as well.
