Not the OP, but I alternate between self-hosted instances of Outline (https://www.getoutline.com/) and Nextcloud (with Collabora) for this. Outline I actually like better than Google Docs for most things. Nextcloud is a little rough, but it has change tracking, which I need sometimes.
I’ve also seen a lot of people using Cryptpad recently, which I think wraps OnlyOffice.
I think that they can do that is the problem, though? If you don’t like the way Google is running things, you can swap out the OS on your Pixel for one of several open source privacy-focused Android forks. But if Apple does something to iOS you don’t like, you’re stuck with it.
Yes, any government when you account for overall reach. Just because some governments have censored more content to date, doesn’t mean they’re more powerful than the US tech monopolies.
If a link can’t be shared on Facebook, Google, or Twitter, it may as well not exist in most of the world.
