This aligns with my experience in the semi industry. SWEs tend to see trimming scope as moving the goalpost and do not consider as an option. Providing advance notice is mostly about client management, and clients are often surprisingly receptive to partial solutions.

Canada's Express Entry system for skilled immigrants gives you more points if you attended college in Canada. Giving priority to people who have already integrated into the society makes perfect sense to me.

One of the major issues not often discussed is the "powermods", or the small subset of users who are the moderators of a huge number of subreddits. They can and often do enforce their biases on multiple unrelated communities. Reddit's moderators selection process ensures that they cannot be replaced even if a majority of the community don't support them without creating a brand new subreddit.
