Yeah 6Ghz freq doesn't have DFS channels which remove a lot of usable channels for 5Ghz. Unfortunately it'll be a while until most devices support 6Ghz.
The keychain data of an app on iOS is NEVER removed from your device, unless you completely wipe the device. This has been the behavior since the beginning.

When you shut something down, how do you "reset" it to a clean state so production can start again? Think about all the existing stuff still in the pipes, residual, etc.

Apple kind of do this in China. Each app on Chinese iPhone needs to ask for permission when they access WiFi for the first time. Combine with cellular blocking, you can effectively block internet access for an app.
