Yeah, an anecdote. The USA spend through the federal (only!) budget roughly $4 000 B every year, yet they don't fund properly even people like Dr. Todd Rider. The man asked just for $2 M for his DRACO research (100% effective proved cure against viruses like flu, herpes, etc) - it's like to ask for two coins from a stack 4 km long. Two coins and four kilometers stack of those. Every effing year!
And do you know how they treated Dr. Tullio Simoncini? This society is fawked, hahahah.
The same way as you supposed (not:) to check it under a paper-ballots voting system. By the Citizens Database - when every citizen's biometric data (photos, eye or ear scans, body measurements, etc.) and contact data is published on holographic discs, magnetic tapes (IBM has one with 330 TB storage). It will allow anyone to verify there are no fake identities there. One may store just a hash table for all entries, if he can't afford those storage mediums.
The most funniest thing is who is just eligible to be a candidate (not mention his chances to win). And how the chosen legislation, which is the result of those elections, is far from the most fair - one approved by score voting in direct democracy.
And now do both things _publicly_! For money (or others things you own) you will need a Torrens-like title system with a replicated database among your fellow-citizens. For voting - it will be a database replicated on DVDs (or something that can be read, say, by a microscope:)
Do you know how people take photos of themselves voting at "secret-keeping" poll-stations? How about politicians, which publicly give lucrative promises to their particular electorate?
If they want to sell their vote - it is their choice. I'd only say that the right of citizens to secede from such a society must be respected too.
Public - i.e. everyone knows how others have voted - voting can be both precise and secure. Public voting can be done electronically, say, via encrypted SMS.

For any engineering problem one can make a "brute-force" algorithm, which theoretically finds its solution, describe that algorithm as a logical scheme (a directed graph with logic gates as nodes) and then one can use an AI agent to make that logical scheme easier to compute, by simplifying (through transformation rules like the De Morgan rule) unnecessary computation steps, input variables, etc. The solution to the problem can be found by calculation of that simplified version of the logical scheme.
The AI agent may be built from Neural Nets, or from the algorithm, which I call Evolution of Neural Graphs [0].
Some of interesting engineering problems are:
- to find a machine code for a controller of a bipedal robot [1], which makes it able to work in warehouses and factories;
- to find a machine code for a multiprocessor system [2], which behaves as an AI agent purposed for a given work to be done;
- to find a CAD file [3], which describes the design of a spheromak working with MHD generators;
- to find a file [4], which describes the manufacturing steps to produce the first molecular nanofactory in the world;
- etc…
Officials of what country would take it seriously, can you guess?
