I guess it doesn't matter if the Iranian people want regime change in their country. Lots of people want lots of different things (plus a pony). It only matters what they do. And it doesn't appear that they want regime change enough to take the risks of making it happen. I suppose this is the hubris of polling.
A.) Would you be happy if the government changed? (85% approval)
B.) Are you willing to potentially sacrifice your life and the lives of your sons to change the government? (3% approval)
Don't overlook the "the people of this foreign land are yearning to be free of their current rulers, and just need a little help from their neighborly U.S. armed forces" trope. I think there are plenty of people who actually believe it.
Even with the hugely expansive U.S. government and executive branch, an executive order is much more restricted in scope than a law passed by congress.
Most people at these facilities can leave at any time, right? Just so long as it isn't back into the United States? They can return to their country of origin, or another country. I'm sure someone will offer a correction if this particular facility was holding people for other crimes in addition to their unauthorized alien status.

That by itself isn't a convincing argument. You can't plan a bank heist and be waiting at your safe house and say, "I'm not guilty of anything, because I wasn't in the bank!". The mafia guy doesn't get to say, "I didn't actually whack the victim, I just nodded to Joey, and he did the whacking".
...maybe this is mostly a thing in common law jurisdictions? Maybe there is a lawyer here who can point us to a interesting history of conspiracy in common law vs civil law jurisdictions? Also of interest might be things like:
Isn't the volume of orbits pretty large? Maybe someone can check my math. According the the article the mega-constellation would be at an altitude between 500 km and 2000 km. Radius of the earth is ~6400 km. So the volume of the orbits would be: 4/3*pi*((6400+2000)^3 - (6400+500)^3) = 1.1e12 km^3. I guess some of the orbits would be harder to get to than others (polar, etc). Also, what is the story like for improvements to glare. Seems like any reflected sunlight off of solar panels is wasted photons. Can coatings help with that?
Information is covered by ITAR, so that's not new. You can illegally export information about an ITAR covered item by just allowing a foreign national the potential to see an item. They don't even have to prove the foreign national actually did see it.
