This sounds like a separate, but related novel version of these scams that target Walmart's employee. You might want to report this to the FTC via the contact info in the article so they can be on the lookout for stuff like this in there investigations.
Can Apple please just make a simple Virtualization front end ala libvirts Virtual Machine Manager. They seem to have all the bits, just need to bring them all together.

Should pedestrians also have to do this? Also it really doesn't make much sense since drivers are typing charged by weight, because that's what matters when it comes to wear and tear on the roads. Bicycles weight nothing compared to cars. Having such a system and charging bicyclist by weight would be orders of magnitude more expensive then the money it brings in.
