This is not completely true. You can use a generic kernel with a custom device tree.

The only problem is that distributions currently tend to package them together, but that shouldn't be obligatory.

Well ... there are work environments where this behavior is rewarded. However you do it, if you debug, solve the problem fast and put everything in production instantly, that's an instant gratification for the risk-taking engineer.

The other engineer who doesn't take shortcuts and does thing properly will be scolded (at best).
