I also used to live in the same building as him. I'm sure he's a good guy but I can help but feel terrible for his dog. I've never seen someone blind or not treat their pet as bad as him. The dog always seemed miserable when I would see them in the building or outside. He was constantly yanking on the leash jerking the dog around. It couldn't even piss half the time because he doesn't stop yanking the leash long enough for the dog to pee.
