The fact that completely unrelated legislature can make its way into a bill like this is such a clear sign of how broken the US gov't is today. If you want to pass something like this, it should be presented and evaluated on its own or at least bundled with bills that are directly related.
Looks like Paperspace announced Volta support yesterday: https://blog.paperspace.com/tesla-v100-available-today/ One nice thing here is you can do monthly plans instead of reserved on AWS which is a minimum $8-17k upfront. Really great to see the cloud providers adopting modern GPUs.
www.paperspace.com/ml has much more affordable GPUs than AWS and a new Pascal card. There's a pre-configured Deep Learning template and a couple interesting features like a browser based terminal and desktop (you can still SSH if you prefer).
