MySQL commits related to a given version are pushed to GitHub at the time of that version's release, and a release branches off a couple of months before the release date (due to time for QA etc.). So this is the expected pattern of published commits no matter how much or little development was made since September.

It is sad to see this. MySQL has no future under Oracle. The open-source community is dead. The community should turn to alternatives.
