what would those companies do with the infrastructure in AZ? serve clients in other states? I imagine the AZ legislature would have some levers they could pull to make those existing datacenters less effective or more costly to run.
Also because the companies are beholden to shareholders and their financial best interest. cutting off millions of clients to make a political statement is not in the companies best financial interest and would likely result in a shareholder lawsuit.

The telco's are also capable of bringing down the network, and they are legally allowed to turn their services off. Its not government infrastructure, its a business. If the backbone ISP providers decided to turn off their services for an area for a time, thats fine, there are contractual provisions to deal with that. its not a crime.

if you take someone elses public IPv4 address and they're using it, neither one of you will be functional, and they will come knocking on your door.
There is an enormous issue here. A service provider committed crimes against customers and their justification is the customers were using a protocol to exchange something. The service provider has no idea what the something exchanged was.

If the department of justice wants to bring criminal charges against individuals or corporations, should the first step be 'sieze all assets'? When is the doj allowed to sieze assets, if we think its a scumbag foreigner but what if its an upstanding american tax paying LLC? If you want an example of purposefully imitating something with a copyright, look at GNU. Anyone who looked at the UNIX code was realistically prevented from writing their own kernel with similar functions. But if a handful of folks describe what the kernel ended up doing and some <random> guy in his own head comes up with some C code and assembly to do end up with the same high level functions, well thats just fine, even if you include the original name.
The details matter. There is absolutely enough vocal difference, it doesn't take an audiologist to hear the two voices do sound different but very close. It would not be hard for the producers to describe "a" voice and that description would overlap heavily with ScarJo, and wow the marketing team reached out to see if she would attempt to fill the existing requirements. When she said no, they found a suitable alternative. If the intent was to have ScarJo do the voice and she said no and they did it anyways, thats illegal.
