This is absolutely true. I've seen a few movies recently with some self pronounced critics and we were amazed at how good the movies were that were rated horrifically low.
The DOD has equipment and processes to do this. The hardware and know how are the big costs, so maybe it costs $100m for the capability and $100k every time they need to do it. It is generally impossible for normal people or organizations to have so much value on one chip for them to incur the cost of the investment.

IJ is really one of the most wonderful books ever written, it was a long read but extremely rewarding. I love how it comes full circle, you get to the end and want to read it again. But most amazingly the central event of the plot is completely absent and up to the reader to figure out. The digital version makes the footnotes much much easier.
