The countries of the EU and The Americas all went through wars-- in some case several wars including civil wars, to get where they are now.
I think war is a part of nature-- whether a petri dish, a savannah, or a human "nation". Disputes over resources are a part of nature.
Migrants, stay home. If you're really so valuable to an economy, go and stay valuable in your own economy.
Oh wait-- Maybe we should drain all of our resources to pay for migrants. And then, yay, some country can come invade our country because we'll be poor too!

That means a strong border policy focused on border defense from illegal entry, and reduced, quarantined, and/or eliminated immigration in times of pandemic.
And I disagree with your assessment especially your assertion of "unable". Sure, Some nations will have more difficulty than others-- self-sustainability being the main determining factor in terms of quarantining trade & immigrants.

Those steps would include paying funds for the following: Lobbying governmental officials across all three branches, Strategically networking & "giving gifts" (quid pro quo), Sponsoring scientific studies, Paying journalists to report certain things.
For example, Amazon Executives have a financial interests in reducing competition from independent retailers ("Mom & Pop shops"). A lockdown would certainly boost Amazon's position in that case. And Bezos does own the Washington Post.

I think we need to take Money from those who have done the polluting, to their private financial gain, at the expensive of the public of our planet, since a certain timeframe-- such as 1950.
Those who have made decisions leading to massive pollution expulsion while they profited... those are the ones who should pay first.
People such as:
- The Koch brothers
- The Military and the politicians, bureaucrats, and Weapons company executives associated with bases & machines that have spilled the most pollutants
- Executives of Fossil Fuel companies
See, it's like we're playing this game where... a window was open and these executives were able to loot the house and escape. And now they are trying to close that window and run off with their loot.
Nope, bring them back. Hold them accountable. Take the assets they (their family, their estate) earned while polluting our planet.
Do that, before looking at the little guy and saying "Pay your fair share!"
