The ruling class of China likely operates on different principles, e.g.:
"Policies that lead to enormous suffering of individuals are quite acceptable if such policies sufficiently advance the capabilities of the collective."
So I expect the demand for "unethical" research will be met there, and perhaps the results of such research will be "laundered" for public consumption (maybe with a process akin to parallel construction).
