My question relates to the ability of reactivating "old" H1Bs after several time periods abroad.
(French national here)
I got my first H1B in October 2008 and left my job (and the US) in November 2009 (that's ~1 year and 1 month)
Then I got it "reactivated" and came back to work in the US in November 2013.
Transferred the H1B visa to another company in May 2013 (so that's ~6 months) and left the US again in June 2015 (that's another ~2 years and 1 month)
All in all, I have used around 3 years and 8 months of the "same" H1B in total.
At this point in 2018, would it be theoretically possible to come back to work in the US under the "same" H1B visa without going through the whole process of quotas/lottery etc. ?

I worked on a H1B from 2008 until 2009, then from 2013 until 2015 for a different company, all in all I have used very close to 3 years.
1- Can I reactivate my H1B at any moment to work for a company in the US for another 3 years ?
2- On a H1B is it possible to work in the US for 1 week per month and the rest remotely from abroad? Does it have to be at least 2 weeks per month? 4 weeks per month?

Have you read about the recent pushback to the reduction from 5 years to 15 months for the duration of E-2 visas delivered to French citizens? (revision of reciprocity schedule: https://fr.usembassy.gov/visas/nonimmigrant-visas/treaty-tra...)
In your opinion, is this reduction going to be confirmed ? If so, will it also impact the duration of E-2 renewals ?
