I think that some of us would argue that these are not "reasonable traffic participants". People who do not maintain sufficient stopping distance are one of the most frustrating parts of the American driving experience and are (IMO) extremely disruptive to safe travel, especially on highways.
This is why so many people just can't take this stuff anymore. It never ends. Someone is always going to be offended. That's the world we live in. I know of people who are offended by my mere existence. Shall I submit to their preferences as well? :)
I'm sure there's a legitimate way to interpret this statement, but it still made me scratch my head a bit. :-)
