Not universal. It is payment only to lower income students. Universal would be all students regardless of income status.

I get a paywall, but my main question is why? We don’t need as many college educated students as we are producing today. There’s no need to incentivize it further. So is this just vote bank politics at work?
Perhaps if we had more a more educated populace, people would stop electing clowns who lie to them.

Failed or grotesque implementations of ubi would be useful for people who don't want it. California is also bonkers with bureacracy.
Nobody in charge has the slightest clue what they're doing, everyone just has checklist items to tick off, then money gets shuffled from point a to point b and they claim success.
UBI works as a concept only if it's universal. If it's shuffling money from taxpayers to non-taxpayers, it's something entirely different.
