This might be a bit of an oversimplification, but, if a bank robbery was committed and it came to light that an individual or party was the financier, they too would be investigated and likely charged.

In this case, Black Rock funds war crimes in China and Israel. Shouldn't they too be held accountable, as the financier??

Depends on the fund’s structure and its performance. For all we know the investor was in the red.
