"Up to". This whole deal hinges on AI chip demand continuing. 11 fabs will take many years to build. They can't be all built simultaneously. It'll likely be over a decade or longer to do all 11.

This means TSMC is hoping Americans will vote out these leaders in 3 years and then quietly "forget" about these commitments.

This is basically the same for all on-shoring promises made by companies.
