tech team size?
tech team maturity?
it could be a business decision... where their dev/infratructure salary costs do not translate to profits. the words "developer productivity" are mentioned a lot, depends how segment quantifies "productivity".
businesses/companies at early stages of growth make decisions that allow them to be competitive and profitable, "the holy grail of application architecture" might not apply yet or for the first 5 years, or ever.
