I'm probably on the spectrum the way I read that is it's the managers feelings that are the root of the problem. The manager learns to manage his/her feelings and the problem is resolved.
Do I get to bill google for all extra traffic I have to send by appending that to the body of my websites in order to prevent them from stealing my intellectual property?
Also going forward you have to add this to your site or I will steal anything that isn't nailed down.
If the government is can't be trusted to manage this I don't see how it can be argued that we need more government intervention to resolve the problem.
