It happens naturally when an industry moves from being compromised of above-average intelligence and focus to a more mainstream industry. Over time, the workforce just approaches the average IQ of the population, because there is only a limited number of highly intelligent people and the latter already have been moving away into other more future-oriented territories - Blockchain and AI for example.
