I'd argue that PHP's 'de-facto' status as a web language has hurt the overall quality of the software produced by it. It is difficult to judge the quality of PHP as a whole because so many terrible / hacked systems are build using it.
I get the impression that an enormous number of non-programmers who want to "build" a web page, but have no formal programming experience pickup PHP. It is awesome that new programmers are getting on boarded, but it also means the ecosystem is flooded with not just people's first frameworks or projects in a language, but people's first every programming projects.
