The folks who made accurate federal numbers were fired some time ago. the current numbers are about as accurate as someone with an active interest in lying about it cares.
Getting children to not grow up into idiots requires intense parental interactions, healthy environments, and the ability to explore and get hurt. Identification isn't even on the list.

The system won't change until there is massive chaos and destruction. Why would it otherwise? The people with the means to gently and voluntarily change things are living like gods. there was a recent case of a lady who spent at least a month in jail because an ai said it was her. She had physical evidence indicating she wasn't and hadn't been to the state at all during the crime. There was a human in that loop too and she still sat in jail and had her life ruined.
