iPhone Safari Lost Bookmarks

Looks like Apple is having some problems with losing bookmarks in safari - and not even being able to restore via https://www.icloud.com/recovery/

Not affecting all users - but curious to know how many are affected

I should be more clear - iCloud safari restore just says “loading…” for about 5 minutes then says “No bookmarks”

iCloud Tabs and the Reading List also suck majorly and are often out of sync. There are numerous reports online going back years. They never got it right. Seems to be more of an iCloud problem than a Safari problem (not that it’s any consolation).
