I have no issues with the Elgato Cam Link 4K on my setup: M1 Pro <-> Dell WD19TB <-> Cam Link <-> Sony camera.
The dock is also connected to a 1440p@240 monitor and a 1080p@60 monitor, so the capture card is not the only device taking bandwith from the USB bus.
EDIT: Now that I remember, sometimes the cam link gets very hot and freezes, not only with my M1 but also with a Dell laptop running linux. Maybe your problem is related to running the capture card at high temperatures.
That graph from the verge can’t be right. There is no way you get more FPS at 4K than at 1080p on Shadow of the Tomb Raider while keeping all the other settings the same.
I have a Dell WD19TB too and it works great with the MacBook Pro M1 Pro. I have 2 monitors connected (a 1440p@240Hz and a 1080p@60Hz), keyboard, mouse, a Elgato video capture card and ethernet. The 1080p monitor gave some trouble though, I had to connect it to the usb-c port on the dock that supports daisy chaining.
The dock also works out of the box with the iPad Pro M1 (with some caveats, only the 1440p monitor outputs video, didn't try to use the Elgato card) and with my Dell Latitude running Ubuntu.
I have a MBP13 from late 2013 connected to 2 1080p-monitors. One using a thunderbolt-hdmi cable and the other a thunderbolt-dvi cable. No thermal throttling or any other issues at all.
