I can decrypt it a little bit :it would be great if European leaders cared about access to articles, but there are other possibilities for example this burocratique organization need some more finances or of we consider that magazines should be recompensed so financial group controlling some publisher is lobbing it in order to make more money, in your opinion does it make sense?

I think I missed the point. The other one might be that providing free online access to already published scientific papers, all of them from the beginning of the time, it's kind of ambitious project.
It is more subtle than this. Actually when having produced useful for business or politics knowledge they are hiding it, while calling others to disclose theirs. This is kind of cheating. Europe is on decline, it produces less intellectual input and so is trying this way to grab the IP of other guys without sharing to much of the little things they still can provide.
You can multisignature contracts with advanced options for payment or you can gamble on predictions on future for example, both in trustless and decentralized way
