Government projects of x size require companies with a, b, c qualifications, such as size, income and other factors. I've worked for 2 such companies before, and it was a nightmare of micromanagement, changing requirements, and general feeling of "what I do isn't having an effect on the world." That is pure conjecture, there are differences in the way men and women think, with men more naturally drawn to STEM fields, and to attempt to legislate equality of outcome rather than equality of opportunity would be reverse sexism. Notice there is no mention of paid paternity leave, or other ways that women are blatantly given an advantage over men.
