While GoDaddy’s LAMP hosting used to be a bit quirky, there’s since been a lot of updates (cPanel powered) that might be worth another gander. I was able to create a simple API (a lil’ side project to make a smart switch /w a friend) using Python with no trouble on the new cPanel shared accounts. My particular project used Apache, MySQL, Python, and was programmed mostly command-line through SSH, but PHP and gasp Perl are options as well. voting for 'doesn't matter one bit' with the exception that if you want to work it into your existing site, it might be a bit easier to have full control with self-hosted.
agree with this completely. i've tried a few and none of them work very well. need something that allows plain language and doesn't require special 'languages' or commands.
