And by "false" you mean "true"? Because that's exactly what the study says. Their recommendation is that kids should spend more time outside, not stare at screens or books.
There is an entire ecosystem of kid's watches which do exactly that. Pretty much just a miniature cellphone with restricted functions that goes on the wrist like some sort of a tracking collar.
I am aware of a recent youtube video where some guy measured the CO2 ppm scores with recirculation on. The results are (obviously) quite terrible after a while.
But I don't think car manufacturers care about that. I think the switch to fresh air after a while is mainly to prevent the windshield from fogging up.

I believe most newer cars do this and there are good reasons for it.
The single hose units work. They have a lot of downsides though. They are heavy, loud and require a supply of fresh air. That means that your either do not block the window completely and draw hot air in, thus reducing the available cooling capacity of the unit, or seal the window and the unit will create low pressure area in your home and draw the air from elsehwere (via other leaking doors, windows or even bathroom fans - which can be a bit smelly).
tl;dr If you are considering a portable AC unit, try to get a dual hose one, or save for a mini/multi split.
Sounds like the HA Green should be more than enough for my needs - that is testing if the grass is really greener on the other side of the fence of my Amazon-walled garden.
