Bankruptcy is a deal with the court on restructuring or insolvency. Both parties have to agree. They will simply not take the deal if the risk is high for them.
This has been researched and found impractical. First you have power conversions solar > electric > microwave > electric. If I was Apple or Google I would tell the country they are not in compliance with our operating policies and access to service is being rescinded until legal alignment can be restored.
