I used Django Tastypieapi (http://tastypieapi.org/). Deployed with wsgi, backend was mongodb. Worked perfectly fine. Documentation is also better than average.
I scraped around hundreds of the major universities of US for one of my client. And he used the data to build a mobile platform for students which integrated different services. I mainly grabbed course, class routines, bus route and email of both professors and students. I still have around one and half million of email address of academics.
I also did some e-commerce information scraping.

I had the same feeling, though I am using celery for different projects, still it needs time for me to figure out "what is going on there?". Specially I have used for simple task queue system which was overkill. And python-rq definitely a good choice. It does one thing, API is quiet simple and short and it does the task well.
This is not completely true, most of the garments workers are working with low wage like 40$/month(official but unofficially they are paid even less!). They live in the worst part of city and so on. And recent building collapse opened the nasty part of there work environment, when I lived in Bangladesh I have seen how misrable the work condition in garments. So how can we do the improvement, it needs steps from every stakeholders, laws should be strict, there should be labour union(millions of worker working but there is no labour right union!) and of course the West should be more concern to provide better facility for the workers.
Its not like Bay Area, software engineering salary is bit lower than other fields here. As far as I found,it starts with around 38K(Euro). And it grows with certain limit and also there is no other perks, some startup give free drinks and coffees but its rare. And also have tax rate around 35%(depends on your family size), but in Germany have better social security than US.
