I think it might also have to do with traveling to the places they want to see not being a feasible Thing to do for sind people, for financial reasons for example. Digital recreations (or similar environments) are cheap or even free to "visit", while also bein more accessible (no traveling neeeded).

I remember an explanation by some Google employee a while back for the Google Home that was basically this, but a layer further removed. Basically the activation causes audio to start getting streamed to the cloud backend. That runs some more thorough checks on the activation ( like checking for massively concurrent activation with the same audio, etc...) and tells the device to stop and disregard the current activation.

The likely approach would probably be less technical and more covert ops, tricking the target country into issuing a (technically) genuine passport. No need to break encryption/signing this way.

Or actually make use of it as a security feature, instead of just scoffing at it and disabling it, by enrolling your own key.
